ongoing land-grabbing campaigns in Oromia/Ethiopia.

The brutal attempts of crackdown against Oromo protesters by the Agazi
Special Squad continuing unabated in different parts of the regional
state of Oromia, reports coming from Ambo in central Oromia indicate
that the town and its surrounding has come under virtual seizure by the
Agazi Federal Armed Force, daily movements and activities becoming almost impossible.
According to information obtained by HRLHA (this morning) form its
correspondents, the Agazi Special Squad has been deployed in Ambo Town

indiscriminately kidnapping the local people

area. There are also reports of widespread rapes being committed against

ongoing suppression of the media and nongovernmental organizations, and
the lack of accountability for torture and other serious abuses by its
security forces. The arbitrary arrest of nine bloggers and journalists
on April 25 and 26, just 10 days before the review, reflects Ethiopia’s
blatant disregard for fundamental rights and should be strongly
condemned by UN members.

In 1991 when the TPLF-led EPRDF took power the Oromos dreamt of the dawn of a new era, the era of liberation and equality whereby their dignity every aspect will be respected. However, the sour historical developments were unfolding within a short period of time. The constitution of the land that was put in place and formed EPRDF started to be violated before its ink dried.
This was taking place by incorporating Oromo lands to neighboring regions to create animosity against Oromos. Seeing silence and the Oromo patience on what was going on in this regard the TPLF-led EPRDF last month declared subtle conspiracy against the Oromo. The Oromos today are uprooted from their land without any proper compensation and land substitution under the guise of investment and "Integrated Development and Addis Ababa Master Plan," but in reality to continue the grabbing of the Oromo land. Any human being with normal mind can judge this unconstitutional move from any direction has inhuman act that goes against globally accepted human rights. There is nothing that can be brought as evidence than seeing 40 land ownership certificates found in the house of an official of TPLF/EPRDF now in prison.
According to the constitution the federal state was formed by the consensus of the National Regional State that has their own constitutional and boundaries demarcated there in. Accordingly, the Oromia National Regional State has boundary demarcated by law. Finfinne, which is the seat of FDRE and Oromia is a metropolitan city and is under the Federal Government. This fact is taken for granted and respected by the Nation Regional State of Oromia too.
However, as of last month, a new move has been orchestrated and declared by the Federal government that incorporates the Oromia special zone (OSZ) to Finfinne under the guise of integrated development and Addis Ababa Master Plan."
As the result of the Oromo students in the universities have asked for peaceful rallies in the towns where the universities are located. Following their legal request and demonstration the FDRE government has deployed Federal police and army to crack down [on] the peaceful demonstrations and many students have been killed, wounded and arrested. We strongly believe that any conflict should be settled through dialogue and tolerance instead of harsh acts. The OFC therefore strongly demand that the EPRDF stop

once again revealed Ethiopia’s deep seeded hatred for Oromo’s. Although,
the vicious attack on Oromo’s and #OromoProtests is nothing new and
perhaps can be traced back to more than a century. The faces,
ethnicities, and regimes change from Menelik to Meles and beyond,
however, the untold atrocities against Oromo’s and #OromoProtests
continue. We have been forcefully silenced for far too long. Thanks to
our enemies we have witnessed the arms and breasts of our sisters, aunts
and mothers get cutoff by inhumane government forces. Not to mention
our brothers, uncles, and fathers get arrested, languish in despicable

The Mass killing of the Oromo students who have peacefully protested
against injustices in Ethiopia is only invigorate the Oromo people
struggle for justice.
Since the last twenty three years , the Tigray Liberation Front (the
TPLF) controls the state power in Ethiopia, the TPLF regime has targeted
Oromo people in general and Oromo students in particular. The TPLF has
arrested, tortured and killed thousands Oromo in the past twenty three
years. The current sense less mass killings of Oromo students in
different universities, like Ambo, Wallaga, Dire Dawa, Robe,
Adamaa,Haramaya,Jimma , Illu , etc is the heinous crime that shocked the
conscious of humanity.
The OLF strongly condemns such barbaric and egregious killing of
innocent Oromo university students who have peacefully demanded the
regime to halt the displacement of Oromo farmers from their Ancestral
land and the inclusion of Oromo cities and surrounding localities under
Finfinnee (Addis Ababa) administration under the pretext of development.
Instead of responding for their genuine demands, the barbaric TPLF
regime opted to massacre the Oromo students in broad day lights in the
eyes of international community which have watched the agony and
senseless killing through social media.
We want to remind the TPLF regime that, continuous torture, arrest and
arbitrarily killing of the Oromo students will not stop the legitimate
demands of Oromo students in particular and the Oromo people in general.
Instead, the TPLF Action will invigorate the just struggle of Oromo
people to decide their destiny in their home land. We call upon the OPDO
to stand with the Oromo students and Oromo people in this historical
gesture when the TPLF regime has engaged in killing the innocent Oromo
people. Not doing anything and continue to work with the TPLF under this
condition will make you (the OPDO) part and parcel of The TPLF crime
against Oromo. We remind you that this is a high time for OPDO and its
members to stand with the Oromo people genuine demands and
constitutional rights guaranteed even under the TPLF (Ethiopian)
constitution.
We also call upon all Oromo political and civil organizations and other
political and civil organizations that claim they work to bring
democracy and freedom in Ethiopia to condemn this heinous crime and
stand with the legimate demands of Oromo students and the Oromo people.
Also, we urge all peace loving governments and people around the world
to condemn this senseless killing of innocent Oromo students by Ethiopia
regime, and stand with Oromo students’ and Oromo people who have been
peacefully demanding for their legitimate rights from the Ethiopian
regime.

Its people speak their own language - Oromifa - and see themselves as very different from the Amhara.
The protesters believe they face losing their regional and cultural identity if plans to extend Addis Ababa's administrative control into parts of Oromia get the go-ahead.
Some have also raised fears of the potential for land grabs.
The so called "master-plan" for Addis Ababa is currently out for public consultation and the government says people are being given opportunities to raise their concerns.
Officials say the plan has been well publicised and will bring city services to poor rural areas.
The protestors claim they merely wanted to raise questions about the plan - but were answered with violence and intimidation.
The Ambo resident said that four students had been killed on Monday and another 43 in a huge security crackdown on Tuesday, after a huge demonstration including many non-students.
Since then, the town's streets have been deserted, she said, with banks and shops closed and no transport.
She said teaching had been suspended at Ambo University, where the protests began, and students prevented from leaving.
In a statement, the government said eight people had died during violent protests led by "anti-peace forces" in the towns of Ambo and Tokeekutayu, as well as Meda Welabu University, also in Oromia state.
It said one person had been killed "in a related development" when a hand grenade was thrown at students watching a football match.
The statement blamed the protests on "baseless rumours" being spread about the "integrated development master plan" for the capital.
BBC Ethiopia analyst Hewete Haileselassie says some ethnic Oromos feel the government is dominated by members of the Tigre and Amhara communities and they would be loath to see the size of "their" territory diminish with the expansion of Addis Ababa, which is claimed by both Oromos and Amharas.

Ethiopia: UN condemns crackdown on journalists, increasing restrictions on freedom of expression

GENEVA (2 May 2014) – UN High Commissioner
for Human Rights Navi Pillay on Friday expressed concerns about the
increasing restrictions placed on freedom of opinion and expression in
Ethiopia, following the recent arrest and detention of six bloggers and
three journalists.
On
27 April 2014, they appeared before the Arada Court of First Instance
in Addis Ababa. Although the exact charges against each of them remain
unclear, the UN Human Rights Office has received information that they
were arrested for “working with foreign human rights organizations and inciting violence through social media to create instability in the country.”
The nine detainees are reportedly held incommunicado and some of their family members who tried to bring them food over the weekend were denied access.
“I
am deeply concerned by this recent wave of arrests and the increasing
climate of intimidation against journalists and bloggers prevailing in
Ethiopia,” Pillay said.
On 25 and 26 April, six members of the blogging collective Zone Nine and three journalists were arrested by police in Addis Ababa. They were later taken to the Maekelawi federal police station, where they remain in custody.

The nine detainees are reportedly held incommunicado and some of their family members who tried to bring them food over the weekend were denied access.
Since
January 2012, a number of journalists have been convicted under the
Anti-terrorism Proclamation to sentences ranging from 5 years to life
imprisonment. Two journalists arrested in July 2012 and January 2013
under the same law are currently in detention, awaiting their trial.
“The
fight against terrorism cannot serve as an excuse to intimidate and
silence journalists, bloggers, human rights activists and members of
civil society organizations. And working with foreign human rights
organisations cannot be considered a crime. Over the past few years, the
space for dissenting voices has been shrinking dramatically in
Ethiopia,” the High Commissioner said.
Pillay noted
that the Ethiopian authorities continue to use the Charities and
Societies Proclamation Law, the Anti-Terrorism Proclamation and the Mass
Media Law to restrict the rights to freedom of expression, association
and assembly.
The Charities and Societies
Proclamation Law places restrictions on the activities that civil
society organizations can engage in and institutes onerous registration
procedures for registration as well as criminal penalties, restrictions
on funding sources and intrusive powers of surveillance.
As
a result of this legislation, local human rights organizations are
unable to operate freely and have had to drastically scale down their
human rights activities. Some have even been forced to close down some
of their regional offices or to change their focus from human rights to
development work during the re-registration process.
“In its efforts to combat terrorism, the Ethiopian Government must comply at all times with its human rights obligations under international law,”
Pillay said. Ethiopia is party to the International Covenant on Civil
and Political Rights and the African Charter on Human and Peoples’
Rights, which both guarantee the right to freedom of expression.
Back
in July 2012, Pillay had already warned that the vague definitions used
in the 2009 anti-terrorism law could create a climate of intimidation
and result in criminalizing the exercise of fundamental human rights.
The
High Commissioner urged the Ethiopian Government to release all
bloggers and journalists currently in detention for simply exercising
their right to freedom of expression. She also reiterated her appeal for
there to be a review of current anti-terrorism and civil society
legislation to ensure its conformity with international human rights
standards.

Student protests began earlier this month in response to plans by Addis Ababa City Administration which is expected to significantly expand the city's territorial jurisdiction.
Thousands of Oromo students at nine universities in Oromia have rallied in the last ten days opposing the plan, which they say would displace Oromo farmers and undermine their state's constitutionally protected "special interests." Oromo students at Jimma, Haromaya, Ambo, Wollega, Bule Hora, Madawalabu, Metu, Adama and Dire Dawa universities have turned out in droves denouncing the plan. At least 10 students were killed in Ambo while three others were shot dead at Madawalabu University on Wednesday, according to eyewitnesses. Unknown number of wounded protesters were being treated at local hospitals.
The Ethiopian capital falls within the Oromia state, the largest of Ethiopia's nine ethnic-based administrative regions, and also serves as its capital. Oromo students in Ethiopia are currently facing assault, imprisonment, and death due to the mass protests in Universities against the “Integrated Development Master Plan, “also known as the, “Addis Master Plan” The proposed plan aims to expand the current territory of Ethiopia’s capital by evicting and displacing thousands, if not millions of Oromo peasants from their lands. Student protestors are opposing the eviction of peasants from their lands and illegal expansion at the expense of indigenous people.
Students at multiple universities including Jimma, Wollo, Haramaya, Ambo, Wollega, Metu, Bolu Hora, Adama, Maddawalabu and Dire Dawa University campuses continue to express their concerns through ongoing peaceful protests. On April 29, 2014, an estimated 25,000 people in Ambo marched in the streets of Oromia in opposition to the government’s plan. In an attempt to intimidate and deter further protests, Ethiopian security forces responded with gunfire and killed several students, leaving many others injured. To date, the numbers of deaths are still rising and Security forces are sent into various cities to silence further protests.
The current crackdown on innocent students is no surprise to the international community. The Ethiopian government has been silencing dissenting voices by violently intimidating, killing, and torturing those who dare question or oppose its policies. Local reports indicate that the protests will continue so long as the Ethiopian government ignores the basic constitutional and free speech rights of the Oromo people. The atrocities and dehumanization of Oromo students must be stopped. Ethiopia continues to devalue basic human rights of the Oromo people and we cannot affirm their policies by staying silent.
Our organization as a collective will be making a campaign video to raise awareness about the issue unfolding in the Oromia Region. We are asking for other communities to follow in solidarity and demand their respective communities to condemn atrocities being committed against students in Oromia.
IOYA calls upon all Oromo and all human rights organizations to write letters to the international community and publicly stand in solidarity with the protesters right to condemn land eviction, displacement and disregard for regional constitutional rights.
